Perhaps you could ask him to explain why, if these changes are so 'enlightened', they were not made years ago.<br /><br />You could also remind him that, in days gone by, Walsall led the way in establishing local involvement programmes for parks and countryside management. This is a model that was rapidly accepted on a national level. Its strength was founded on the development of mutual trust between residents and their Council through open and honest discussion and negotiation.<br /><br />It now seems that the whole concept of local involvement has been perverted in order to hit budget targets. Councils across the country are now trying to pass on full responsibility for services, without contribution, discussion or debate.<br /><br />A further question arises in terms of ownership responsibilities. Many parks and open spaces were covenanted to the Council under certain conditions. These usually involve a requirement to maintain such facilities for the public benefit. <br /><br />It might be worth logging a Freedom Of Information Request inorder to definitively establish respective responsibilities.<br /><br />Also, check Land Registration details of ownership. Some of the affected sites may not be owned by anyone, let alone the Council. If so, then UDI is possible. Anonymousnoreply@blogger.com
